Capability maturity model

How Duplios determines whether a capability is ready to support real decisions.

  1. Defined

    The decision scope, users, authorities and intended outcomes are documented.

  2. Evidence Complete

    Required evidence sources, legislation, institutional responsibilities and fallbacks are mapped and tested.

  3. Validated Models

    Any analytical calculations used have documented assumptions, limitations, tests and approval status.

  4. Operational Capability

    The capability can support a real decision from evidence gathering through recommendation, implementation and monitoring.

  5. Outcome Validated

    Actual outcomes have been recorded and compared with the original assumptions and recommendation.

  6. Reference Capability

    The capability has demonstrated repeatable value, documented limitations and transferable, steward-approved learning.

A capability is not declared operational merely because software screens, workflows or APIs exist.
